Regulation
I. General rules
1. The present Regulation is regulated by the Laws of the Republic of Uzbekistan “On Education” and “On the National Program for Personnel Training” by the Cabinet of Ministers of the Republic of Uzbekistan on November 21, 2017. The Law of the Republic of Uzbekistan No. 930 «On the order of organization of the organization», establishes the procedure for the organization of correspondence courses in undergraduate education at Namangan Engineering Institute of Technology.
2. The correspondence department is a structural subdivision of the Namangan Institute of Engineering and Technology, which provides educational work on the implementation of programs of distance education.
3. Correspondence education is carried out in the following forms: correspondence form, the second and subsequent higher education in correspondence form,
4. The correspondence department acts in the activity of the Constitution of the Republic of Uzbekistan, the Law «On Education», the National Program for Personnel Training, resolutions of the Chambers of Oliy Majlis, decrees, orders, resolutions of the President of the Republic of Uzbekistan, The orders of the Ministry of the Ministry, the order of the rector of the Namangan Institute of Engineering Technology and the present Regulation.
II. The main tasks of the correspondence department
5. The main tasks of the correspondence department are:

III. Organization of educational process in correspondence department
6. The correspondence course is organized on the basis of the state educational standards and qualification requirements of the relevant educational fields and the curriculum and science programs approved by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan.
7. In the correspondence department working curricula and syllabi are developed in accordance with the approved curriculum and science programs and approved by the rector of the Namangan Institute of Technology.
8. In the correspondence department the schedule of the training process is recorded in the working curriculum developed according to the established curriculum.
9. For the part-time student at the beginning of the academic year (usually September-October), a preliminary introduction of the 10-day study at a higher education institution, and a brief lecture on the subjects taught during the semester. , practical, laboratory and seminar classes. Students are provided with task assignments and methodical instructions on their implementation.
10. In the period before the training session, correspondence courses are conducted independently, including through the Internet. At the same time, using the methodological instructions, the student independently combines the topics outlined in the syllabus for the semester.
11. After the student has completed the science assignments, he / she sends them to the teacher at a specified time (usually via the Internet) and registers. The science teacher examines student material and evaluates it as intermediate work. A science teacher can submit regular assignments and instructions on topics, as well as conduct online tutorials.
12. Correspondence student is invited to higher education institution once a semester. To do this, you will be notified (invitations) in the prescribed form (at least 10 days before the start of the session).
13. During the training session:
— student defends assignments for the semester. In the event that all the science assignments are evaluated positively, a student is entitled to final grade on the subject;
— the final assessment of the subjects; disciplines will be presented during the next semester through lectures, practical, laboratory and workshop sessions in the amount specified in the curriculum brief). These sessions are aimed at teaching students the basic techniques and techniques of working with basic and additional literature for the next semester. Tasks on the topic are given methodical instructions on their implementation.
14. Advanced teaching methods and technologies (including problem-solving, interactive, creative activities, grouping creative tasks, collaborative pedagogy, stratification, individualization, etc.) are used during lectures, workshops, laboratory and workshop sessions.
15. In the correspondence department, the student must complete all approved disciplines of the approved work plan. Assessment of students’ knowledge is carried out in the manner prescribed by law.
16. In the correspondence section the intermediate and final types of assessment are introduced.
The content of the intermediate assessment, the methods and procedures for its implementation (up to two times per semester) shall be specified in the working science programs for correspondence courses for each subject and include the following types of independent work:
— course work;
— control questions and tasks;
— test questions;
— Cases, exercises, examples and issues;
— experimental results;
— Special methodological developments and recommendations aimed at solving production problems;
— calculation and other works.
Intermediate assessments may also be conducted online by means of remote communication.
17. Qualifying practices of correspondence students are carried out within the timeframe established by the work plan. As a rule, internships other than pre-qualification work (in accordance with the course of study) are conducted independently in the student’s place of work.
While the pre-graduation practice is not appropriate for the student’s place of study, as well as for all non-working students, all qualifications are in accordance with the facility established by the Namangan Institute of Technology.
The reports of qualification practices are protected in the prescribed manner during the training session.
18. A student who has completed a certain course, will be transferred to the next course by the order of the rector of the Namangan Institute of Technology.
19. Students who have not been able to complete a certain course in due course due to an excuse (illness, disaster, business trip, difficult family situation, etc.) are given a deferred schedule. The personal schedule is approved by the pro-rector for academic affairs and the relevant dean’s office, and the deadline for the next academic year.
A student who fails to complete the schedule in time is left for the re-training course.
20. The faculties will open a separate sheet for each student of correspondence department and will monitor the activities of the Namangan Engineering Institute, which will contain the following information:
— implementation of intermediate works;
— results of intermediate and final assessments;
— assessment of the state certification;
— Graduation Qualification;
— Commands on passing the course.
IV. Managing the learning process in the correspondence department.
21. The correspondence department is headed by the head of the department equated to the Dean of the Faculty of Engineering and Technology.
Head of department:
— Develops the program of development of correspondence education;
— concludes contracts with employers on organization of professional practice of students;
— Provides the introduction of new teaching technologies and the control of student interdependence;
— Coordinates and approves the themes of final qualifying works of students;
— takes measures to improve the efficiency of teaching and educational work with students;
— organizes labor protection, technical and fire safety measures, observance of internal regulations and labor discipline of the department staff;
— Plan, organize and coordinate teaching and methodological, scientific work of the teaching staff, providing the educational process;
— within the limits of its competence protects and realizes the interests of correspondence education at meetings of the Scientific Council of Namangan Engineering Institute of Technology, rectorate, faculties and chairs;
— distributes professors who provide the correspondence course teaching process to guide students’ coursework and final qualifications;
— Interaction of correspondence department with other structures of Namangan Engineering Institute of Technology.
22. The correspondence department is subordinated to the administration of Namangan Institute of Engineering Technology and Vice-rector for academic and scientific-methodical work of Namangan Engineering Institute of Technology.
23. Expenses related to the maintenance of correspondence department are covered by the extra-budgetary (contractual funds) of Namangan Engineering Institute of Technology.
24. The activity of correspondence department at the end of each semester is discussed in the educational and methodical council of the relevant faculties and at the end of the academic year at the Council of Namangan Engineering Institute.
25. Methodist of correspondence department on educational and methodical work:
— study of the course of correspondence department and preparation of reports;
— monitoring student attendance;
— Conducting a contingent of students;
— Preparation and registration of student orders;
— to study the progress of interim work and their transfer to the deans and to prepare the relevant information;
— Summing up the semester results from the faculties.

VI. Closing rules
27. The present Regulation will be revised when amendments and additions to the current legislation are made.

Department functions
GENERAL RULES

According to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated August 20, 2010 № 181 «On approval of the main positions and qualifications of employees’ occupations» and «Regulatory and legal documents». is released.
All enterprises, organizations and institutions within the system of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan are required to ensure the implementation of regulatory documents within this area.
All entities within the system are required to develop job descriptions for employees operating within their organizations based on this regulation.
Duties of Head of Department:
• Making decisions on matters within the competence of the department;
• Determination of the duties, responsibilities, division of staff of the department staff;
• Participation in the development of regulatory legal acts of the Ministry regarding the management of higher education institutions;
• Preparation of materials related to the meetings of the Board and control over the implementation of decisions and orders;
• Participation in the development of qualified students for university professors and teachers, making proposals;

Must know:

Qualification requirements:
• Professional and organizational skills required for management positions in the higher education system, education experience and seniority in education, relevant knowledge and skills in the field of work and competence;
• Exemplary personal qualities — intellectual, cultural, leadership, creative abilities, courtesy, organizational, initiative and entrepreneurial skills, sense of responsibility, independent decision-making and action, firm commitment, achievement of strategic goals of the institution supply characteristics;
• Candidate of science degree, associate professor;
• Minimum 3 years of experience in executive positions in higher education.
Duties of the Head of Department:
• General management of all department’s activities and personnel;
• Developing and maintaining the department’s work plans;
• Coordinating the activities of the education department responsible for the purpose of the department;
• Laws of the Republic of Uzbekistan on Education, Decrees, Decrees, Resolutions of the Cabinet of Ministers, Collegiums, Orders, Letters, Modemograms and Telegrams of Ministry of Higher and Secondary Special Education; monitoring and execution of the rector’s orders in faculties, chairs and departments;
• Informing students of the content of decrees and resolutions adopted by the President and the Government of the Republic of Uzbekistan;

Must know:
